If you are looking for pool resurfacing in Park Beach, central Coffs Harbour or the northern suburbs, we pass your enquiry to a local contractor, who carries out the work. This page covers the facts that sit behind a city enquiry: who lives here, how many homes are rented, what the council page does and does not cover, and what the weather means for the job.
The city suburbs at the 2021 Census
The Australian Bureau of Statistics counted 27,089 people in the Coffs Harbour suburb at the 2021 Census, with a median age of 43 (ABS QuickStats for the suburb). The Coffs Harbour North statistical area, a separate ABS unit, had 18,099 people and a median age of 42 (ABS QuickStats for the area). The wider built-up area, the significant urban area, had 74,195 people (ABS QuickStats for the urban area).
| At the 2021 Census | Coffs Harbour (suburb) | Coffs Harbour North (SA2) |
|---|---|---|
| People | 27,089 | 18,099 |
| Median age | 43 | 42 |
| Private dwellings | 12,321 | 8,184 |
| Occupied dwellings | 10,666 | 7,154 |
| Separate houses | 59.7 per cent | 65.6 per cent |
| Owned outright | 33.0 per cent | 34.3 per cent |
| Rented | 39.6 per cent | 36.1 per cent |
Among suburb residents in work, hospitals were the leading industry of employment at 5.7 per cent, followed by takeaway food services at 3.1 per cent. ABS gives no pool counts, so none of these numbers says how many pools there are, how old they are or what finish they have.
Renters, owners and the pool
The suburb has the lowest separate-house share in the set and the highest rented share. That suggests more townhouses, units and rented houses than on the rest of the coast, which is an inference from the housing mix and not a count of pools. It matters because the person who owns the pool, the person who lives beside it and the person who signs the contract are not always the same.
For landlords, the NSW Swimming Pool Register page says a pool must be registered and have a certificate of compliance, or an occupation certificate, to lease a property, and a certificate of registration plus a certificate of compliance (or an occupation certificate or certificate of non-compliance) to sell (NSW Swimming Pool Register information). Coffs Harbour City Council says a compliance certificate is valid for three years while the barrier is unchanged. If a pool is shared by several homes, settle who owns it and who decides before you ask for quotes.

Pool resurfacing in Park Beach and the northern suburbs
Park Beach is a suburb we serve. We have no sourced facts about it to add, and we will not invent any. The same applies to the northern suburbs beyond the two ABS areas above, and to the age, number or condition of pools in any street. Here is what to send and what to ask.
Send the street or suburb, a photo of the whole pool and of any problem area, whether the pool is concrete, fibreglass, tiled or painted, and what you see: rough patches, stains, cracks, hollow sounds or lifting tiles. Say whether the gate, fence or coping beside the pool will be touched. The pebblecrete and quartz page explains the aggregate finishes, and the renovation and retiling page covers tiles, coping and bundled works.
Coffs Harbour City Council pool rules: what the page covers
The council page on swimming pool approval and safety requirements (Coffs Harbour City Council pool page) says a new pool needs development approval before it is installed, and that new pools are inspected and certified by the council or an accredited certifier. It says all pools, including spas, must be registered on the NSW Swimming Pool Register, and that fees apply. The ABLIS entry for registration with the council names the Swimming Pools Act 1992 and the Swimming Pools Regulation 2018 (ABLIS registration entry).
The page does not address renovating an existing pool, and it does not mention repairs, resurfacing or emptying a pool. We have not found a council page that does, so ask the council before the pool is emptied and ask it, or a certifier, when the barrier or access is touched. Contact details from the page:
- Phone: 02 6648 4000. The page says the line can be used at any hour if the matter is urgent.
- Email: coffs.council@chcc.nsw.gov.au
- In person: Customer Service Centre, Yarrila Place, Level 1, 27 Gordon Street, Coffs Harbour, Monday to Friday 9.00am to 3.30pm.
- Post: Locked Bag 155, Coffs Harbour NSW 2450.
Where the water, slurry and dust go is on the draining, dust and pool barrier page. What NSW Government pages say about licences and contracts is on the licence, contract and warranty page.
City weather and the application window
Two Bureau of Meteorology stations give city figures. Coffs Harbour Airport (Bureau of Meteorology, airport) has a short record from 2013 to 2026, with 10 years of rainfall data. It shows a mean maximum of 28.1 degrees Celsius in January and 20.0 in July, a mean minimum of 20.2 in January and 7.9 in July, and mean annual rainfall of 1685.6 mm. Coffs Harbour MO (Bureau of Meteorology, former station) recorded from 1943 to 2015 and has closed. It shows a July mean minimum of 7.6 degrees, mean annual rainfall of 1,699.0 mm, March as the wettest month at 234.6 mm and September as the driest at 59.9 mm.
Read together, that is a wet late summer and autumn and a cool winter night. Some data sheets set minimum application temperatures and ask for rain-free days, so ask whether the sheet for the product suits the day. That is our reading, not a local rule. The coatings page compares data sheet limits and the timing guide covers the stages.
The rest of the council area
The economy.id profile describes the council area as nearly 1,200 square kilometres, predominantly rural, with settlements that include Sawtell, Toormina and Woolgoolga (economy.id area profile). For neighbouring places see Sawtell and Boambee, Toormina and Boambee East, Woolgoolga and Korora and Moonee Beach. For the whole coast, start at the home page.
What this page cannot tell you
It cannot tell you how many pools there are in the city suburbs, how old they are, or what finish they have. It has no figures for Park Beach alone. It cannot say whether Coffs Harbour City Council requires approval, notification or inspection for resurfacing an existing pool, or how the council wants a residential pool emptied, because the council pages we found do not address either. The weather figures describe two stations, not your street. Census figures are from 2021 and may have changed. Ask the council, a certifier and your contractor.
Check the current rules before you rely on this
This page describes the Coffs Harbour city suburbs, their housing mix, the council pool page and the Bureau of Meteorology station figures. It describes the rules in general terms as they stood in November 2026. Standards, forms, thresholds and fines change.
The authoritative sources are ABS 2021 Census QuickStats, Coffs Harbour (suburb), ABS 2021 Census QuickStats, Coffs Harbour - North (SA2), Coffs Harbour City Council, swimming pool approval and safety requirements, NSW Swimming Pool Register, information, Bureau of Meteorology climate statistics, Coffs Harbour Airport (record 2013 to 2026) and Bureau of Meteorology climate statistics, Coffs Harbour MO (record 1943 to 2015, closed). Where anything here differs from those sources, they are right and we are not.
We are not pool contractors, builders, regulators or lawyers. For what applies to your job, ask the contractor which licence or certificate they hold and check it on the NSW licence check, then ask Building Commission NSW (13 27 00). Ask Coffs Harbour City Council about emptying the pool, registration and the pool barrier, and SafeWork NSW about dust and chemicals.
