For pool resurfacing in Korora and Moonee Beach, we pass your enquiry to a local contractor, who carries out the work. These are the two smallest places in our set, so the local facts are short. Where they stop, this page covers the rules and the questions to ask.
Korora at the 2021 Census
The ABS counted 2,740 people in Korora, with a median age of 44 (ABS QuickStats for Korora). There were 1,169 private dwellings, 1,010 of them occupied. Of homes, 78.7 per cent were separate houses, 42.6 per cent were owned outright and 22.0 per cent were rented. Hospitals led employment at 6.2 per cent. Median weekly household income was level with the NSW median and well above the Coffs Harbour council area median (ABS QuickStats for the council area).
Moonee Beach at the 2021 Census
Moonee Beach had 2,176 people and a median age of 41, the youngest in the set (ABS QuickStats for Moonee Beach). There were 833 private dwellings, 741 occupied. Of homes, 89.6 per cent were separate houses, the highest share in the set, 38.3 per cent were owned outright and 18.9 per cent were rented, the lowest rented share. Leading employment was other social assistance services at 4.5 per cent, with State Government administration at 2.6 per cent. Household income was above the NSW median.

An affordability signal, not a pool signal
These two suburbs have the highest household incomes in our set. That says something about household budgets. It says nothing about how many pools there are, how big or how old they are, or what finish they have, and we do not claim that pools here are more numerous or better kept than anywhere else. Houses with yards suggest backyard pools, but that is an inference, because ABS gives no pool counts.
Pool renovation on the northern beaches of the Coffs Coast
A bigger pool renovation often involves more than the surface: waterline tiles, coping, steps and equipment too. The renovation and retiling page sets out how those jobs fit together. For the surface alone, the pebblecrete and quartz page explains aggregate finishes.

Renting out a house in Korora or Moonee Beach
About one in five homes in each suburb was rented, the lowest shares in the set. Landlords still face the same rule: the NSW Swimming Pool Register page says a certificate of registration and a certificate of compliance, or an occupation certificate, are needed to lease. Coffs Harbour City Council says a compliance certificate is valid for three years while the barrier is unchanged. Check the certificate before the lease starts, not after the pool has been worked on.
What to send with an enquiry
Send the suburb, a photo of the whole pool and of any problem area, whether it is concrete, fibreglass, tiled or painted, whether it uses salt or chlorine, and what you see: rough patches, stains, cracks, hollow sounds or lifting tiles. A photo is usually enough for a contractor to say what a visit needs to check.
When the local facts stop
The rules are the same for any address. Coffs Harbour City Council's pool page covers new pools and the register and does not address resurfacing an existing pool or emptying it (council pool page). If the job touches the gate, fence or coping, the NSW Swimming Pool Register page says a modified or altered barrier, which may include house and yard renovations, brings in the current rules (NSW Swimming Pool Register information). Ask the council or a certifier.
Questions worth asking any contractor: which product and data sheet, how the old finish is removed, how dust is controlled, how the pool is emptied and where the water goes, written warranty terms and written start-up instructions. NSW Government pages list pool surfacing and surface coatings inside the swimming pool repairs and servicing category and say a licence or certificate is needed for that category. Read the licence, contract and warranty page and the draining and dust page. The next page is Woolgoolga, and the home page covers the coast.
What this page cannot tell you
It cannot tell you how many pools there are in Korora or Moonee Beach, how old they are or what finish they have. Income figures describe households in 2021, not pools or the cost of any job. We found no sourced history, distance or weather record for either suburb, so we give none. It cannot say whether the council requires approval to resurface an existing pool, because its pool page does not address that. Census figures are from 2021 and may have changed. Ask the council and the contractor.
Check the current rules before you rely on this
This page describes Korora and Moonee Beach, using census figures and the council and register pages. It describes the rules in general terms as they stood in November 2026. Standards, forms, thresholds and fines change.
The authoritative sources are ABS 2021 Census QuickStats, Korora (suburb), ABS 2021 Census QuickStats, Moonee Beach (suburb), ABS 2021 Census QuickStats, Coffs Harbour local government area, Coffs Harbour City Council, swimming pool approval and safety requirements and NSW Swimming Pool Register, information. Where anything here differs from those sources, they are right and we are not.
We are not pool contractors, builders, regulators or lawyers. For what applies to your job, ask the contractor which licence or certificate they hold and check it on the NSW licence check, then ask Building Commission NSW (13 27 00). Ask Coffs Harbour City Council about emptying the pool, registration and the pool barrier, and SafeWork NSW about dust and chemicals.
